Recently, all 18 chapters of the preliminary safety analysis report for the SOLO micro modular reactor have been submitted to the U.S. Nuclear Regulatory Commission (NRC), entering the readiness review prior to formal application. Project developer Terra Innovatum had previously provided 14 of the chapters, and this submission of the remaining materials further completes the safety analysis documentation, advancing one step toward the subsequent formal submission of a construction permit application.

The readiness review focuses on assessing the completeness and quality of the application materials, helping to identify content that needs to be supplemented or improved before formal submission. Throughout this process, the project team will continue technical exchanges with regulatory staff, addressing review comments and information requests, so as to establish a clearer correspondence among the reactor design description, safety analysis, and application documents.

Licensing document preparation and engineering implementation are being advanced in parallel, involving reactor engineering, quality assurance, component procurement, and manufacturing preparation. SOLO adopts a modular design, targeting stable power supply and heat supply needs, and considering application scenarios such as data centers, industrial facilities, remote areas, and medical isotope production; these uses will ultimately need to be realized through specific engineering designs and applicable regulatory procedures.

The submission of all chapters is an important milestone in application preparation, but subsequent steps remain in the regulatory review. Whether the project can enter the construction and deployment phase depends on the linkage among the formal application, regulatory decisions, and manufacturing engineering preparation; the most definitive progress at present is that the safety analysis materials have advanced from partial submission to the provision of all chapters, rather than a construction permit having already been obtained.
